Nearly every basement problem is a water problem wearing a different hat. Musty air, a bowed baseboard, a stain that returns each spring — framing over any of it just hides the evidence for a season.
So the first half of the quote is not finishes. Grading, drainage, cracks, the sump and the vapour control come first, and the rooms go in once the space is actually dry.
